Harmonizing Environmental Stewardship for Electronics

Key Performance Indicators by Program

In 2009 Canada's three operational, industry-led and regulated environmental stewardship programs for end-of-life electronics came together to ensure their efforts on driving economies of scale across their individual compliance efforts were harmonized. Atlantic Canada Electronics Stewardship (ACES), the Saskatchewan Waste Electronic Equipment Program (SWEEP), and the Electronics Stewardship Association of British Columbia (ESABC) created a virtual Harmonization Office. This website was the virtual focal point and portal for the programs' efforts to avoid duplication, while taking advantage of cross-jurisdictional approaches. Examples of the initiatives led by this office include the Recycler Qualification Office, the advent of a national report card on key program performance indicators, and the development and implementation of a mid-term review methodology for environmental handling fees on regulated electronics.

Moving forward, and building on the early successes of the Harmonization office, Canada’s electronics industry have now created the Electronics Products Recycling Association (EPRA), the non-profit entity chartered with improving the efficiency of regulated e-waste reclamation and recycling processes. Members of Electronics Product Stewardship Canada (EPSC) and the Retail Council of Canada (RCC) established EPRA. The EPRA Board of Directors includes senior executives from Hewlett-Packard, Sony, Dell, Toshiba, Best Buy, London Drugs, Staples, RCC, Compugen, and CDW.

    Electronic Products Recycling Association (EPRA) is responding to the government of Québec's June 2011 regulation which mandates the creation of an industry-led program to recycle a wide range of electronic products in the province.   • January 13, 2012 - Northwest Territories issues RFP for E-Waste Inventory and Feasibility Assessment

    The Government of the Northwest Territories (NWT), Department of Environment and Natural Resources, Environment Division is requesting proposals for an Inventory and Feasibility Assessment of Electronic Waste Recovery in the NWT. Full details here. Closing date is January 31, 2012

    As part of the performance measurement framework Canada’s industry-led electronics stewardship programs have committed to, we have now posted our first annual scorecard on KPIs for ESABC, SWEEP, OES and ACES.

  • **NEW** The Revised Recycler Qualification Program for End-of-Life Electronics Recycling (2010)

    This revised Recycler Qualification program (RQP) defines the minimum requirements for end-of-life electronics (EOLE) recyclers to be considered for use under the provincial electronics stewardship programs. The intent of the RQP is to ensure that EOLE are managed in an environmentally sound manner that safeguards worker health and safety, and the environment from the point of primary processing to the point of final disposition.

  • Electronics Reuse and Refurbishing Program (ERRP)

    The ERRP is designed to foster responsible environmental, safety and social management practices related to the reuse and refurbishing of electronics. The ERRP aims to maximize the amount of materials available for reuse and further ensure that materials entering the reuse stream are utilized to the greatest extent possible.
